Matthew Bassi is Director of Municipal Consulting for Civic Solutions and has oversight of the firm's interim community development management services and senior level project management. Mr. Bassi has 22 years of experience in municipal planning, including over three years as Planning Manager for the City of Pomona, and has managed the development review process for fast-growing cities such as Chino, Irvine, Hemet, and Banning.
Charles Rangel is Manager of Municipal Consulting and provides interim community development management services and senior level project management. Mr. Rangel has over 21 years of diverse experience as a municipal planner, environmental consultant and development industry executive. He has held responsible positions in several public agencies, engaged in all aspects of municipal planning, redevelopment, economic development, housing and environmental processing.
Robert E. Balmat III is the firm's Chief Financial Officer. Mr. Balmat has 38 years of experience in financial management and an MBA in Finance from Harvard Business School. He has held the positions of Corporate Vice President, Financial Planning & Analysis and Corporate Vice President, Planning & Business Development for North American Rockwell/Rockwell International and the positions of Vice President & General Manager, Public Sector and Chief Financial Officer for Profit Recovery Group/Prg-Schultz.
Tom Merrell, CSI President and founder, completed twenty-eight years of public service when he retired from the City of San Juan Capistrano in 1991 to establish a private consulting practice. During his fifteen years as the city’s Director of Community Planning and Development, Tom developed expertise in all aspects of planning and public administration including; long range physical and policy planning, building and safety administration, citizen participation, redevelopment, growth management and environmental preservation. He currently oversees the daily operations for the firm.
Maryann Marks is a Senior Project Manager working in both current and advanced planning and managing the Downtown Solutions contracts. Ms. Marks' broad experience has provided her with an excellent knowledge of planning and community development including planning project management, public outreach and education, design and development review and analysis, specific plans, architectural design guidelines, advanced planning, and code amendments.
Masa Alkire is a Senior Project Manager in our West Los Angeles region with over 7 years experience in both current and advanced planning. He has managed complex projects such as the revision of the Culver City Zoning Ordinance and the amendment of the Malibu Local Coastal Plan. His current planning experience has included discretionary case project work for Beverly Hills, Santa Monica and Culver City.
