Civic Solutions, Inc. (CSI) was founded in 1991 by Tom Merrell, initially serving a few cities in
Orange County. Today, CSI has grown to serve clients throughout California by employing
full-time professional planners at all levels of experience who share our commitment to serving
the public interest.

Civic Solutions has continued its growth by adding a specialized division of the firm, Downtown Solutions. We can provide Urban Revitalization Services to your downtowns, as well as architectural design guidelines, mansionization studies and design facilitation to assist you.
